A high-voltage transformer, situated below a hot water tank without any seismic restraints, poses a significant safety risk. In the event of a seismic disturbance, the tank will undergo violent oscillations, causing the gas and water piping to rupture. Subsequently, the tank will plummet onto the transformers, spilling its contents.

This catastrophic event will generate sparks, and since the gas piping is compromised, it will fill the room with gas, creating a hazardous environment conducive to an explosion. 

Never install hot water tanks above electrical equipment such as this. If there is no alternative, ensure that it is securely mounted on a sturdy structure, equipped with plumbing drains, and preferably have the electrical engineer select the transformers for outdoor use such that they may handle water conditions.
